Joshua represents health care clients in a wide range of legal matters. He advises on peer review issues, defends clients in administrative hearings and related civil suits, and provides guidance through health care transactions, government audits, and subpoenas.

Joshua helps health care clients efficiently resolve their regulatory, business, and litigation needs. He has advised and defended a range of industry stakeholders, including medical staffs, hospitals, ambulatory surgical centers, laboratories, long-term care facilities, management service organizations, and health plans. His experience allows him to bring sharp insight into thorny legal issues, from whistleblower retaliation claims to fraud and abuse compliance.

Joshua regularly works on peer review matters, with a focus on credentialing, investigations, corrective actions, government-mandated reports, bylaws revisions, Joint Commission accreditation, and state licensure. He has defended clients at several administrative hearings, including medical staff peer review hearings. At the court level, he has served as defense counsel in civil suits, respondent counsel in writ petitions, and amicus curiae counsel in appellate cases. His recent publications and presentations explore cutting-edge medical staff issues such as physician wellness programs and artificial intelligence in health care.

Joshua is experienced in addressing clients’ business challenges and compliance issues. He has reviewed and drafted contracts for health care transactions, worked on extensive federal agency audits, responded to state agency subpoenas, and conducted internal investigations. His matters involve crucial California health care issues, including the Knox Keene Act, nonphysician practitioner scopes of practice, consent and confidentiality, and the Corporate Practice of Medicine. He also advises on federal law questions related to health data privacy, fraud and abuse, false claims, EMTALA, the 340B drug pricing program, and the Medicare and Medicaid programs.

Previous Work

Before joining ArentFox Schiff, Joshua served as a Legal Advocate at the Lanterman Regional Center Special Education Law Clinic, where he counseled families of children with disabilities on issues related to the children’s Individualized Education Programs. He also worked as a Research Assistant to several UCLA Law professors, focusing on administrative law issues and fair housing policies.

Life Beyond the Law

Joshua is a lifelong fan of Hayao Miyazaki films and loves discovering new eats in Los Angeles. He and his wife are kept busy by a pair of orange tabby kittens, who can’t wait to scratch up any and all pieces of home furnishing.
