Arent Fox Counsel Brett Kappel is Quoted by National Journal about House Ethics Committee Investigation
Arent Fox Political Law counsel Brett G. Kappel was quoted by National Journal in an article about the ethics case against Rep. Paul Broun (R-GA). The article reported that the House Ethics Committee announced its plans to extend its investigation into whether Rep. Broun commingled taxpayer-funded congressional office resources with campaign activities.
The article explained that there is uncertainty about whether or not the House will take any action against the outgoing Rep. Broun (who will leave office at the end of this year) because the investigation is being conducted under Committee Rule 18(a). Under that rule, the House Ethics Committee only has to reveal that it is extending its review of the case without giving an explanation as to how long it will go on.
Mr. Kappel explained the practical effect of conducting an investigation under Rule 18(a). “Rule 18(a) essentially provides that there is no deadline for resolving a matter,” he said.
